Staffing off-season?

Event staffing is only by Event business. It will vary based on what business occurs during slow times.

Coachella parking/shuttles?

Outside security contracted with minimal involvement from the Convention Center.

What is our season?

Consistent from September through May with a short downtime during festival season with various small businesses in between.

How far ahead do we staff Event Security?

We typically request Event Security 2 to 4 weeks in advance for planned events and must remain flexible for pop-up business.

What was the total number of events for the years 2023, 2024, 2025?

FY 2025-2026: 110 events.

What were the total staffing hours for the years 2023, 2024, 2025?

The Palm Springs Convention Center contracted 17,851 hours of event security between July 1st, 2025, and June 30th, 2026

Who is the incumbent security provider?

Allied Universal Event Services

What are the current rates the incumbent security provider charges PSCC?

The current provider's contracted rates will not be provided as part of this RFP. Proposers should submit their most competitive pricing based on the scope of services and requirements outlined in the RFP.

Page 1 of 20 states the term of the contract is 5 years. In Attachment E, where can we show rate increases during this term due to minimum wage increases, CPI, etc.?

The final terms of the contract will be negotiated and finalized with the company that is awarded the contract.

Page 2 of 20 Proposer’s Minimum Requirements – It is unclear what, if anything, needs to be responded in our proposal with the statement “Proposer shall submit, with its proposal or upon request by the Palm Springs Convention Center (PSCC), the required submittal(s) documenting compliance with each minimum requirement.”

1. Background – Is there something that needs to be responded to, and if so, where under Section 5 would you like to see it?

Please read the background checks section 2.3.1. It’s your responsibility to have the background check completed, submitted with the proposal, and available upon request.

2.A. – Demonstrate financial capability to provide services. Are you asking us to submit financial statements? If so, for how many years? Where under Section 5 does this go, and does that count toward the page limit?

Demonstrate through your listed references, 5 years’ worth of clients and experience in performing large-scale events.

Is there free parking for the security contractor personnel?

There is free parking for security contractor personnel.

Under Section 5, what’s the difference between: A.1. Complete and demonstrated understanding of the scope of work and A.2.1 Proposal demonstrates a complete and clear understanding of the Scope of Work?

The Palm Springs Convention Center & Oak View Group will defer the following details to the post-award discussion period.

The Agreement provides for payment within forty-five (45) days of PSCC's receipt of invoice. Would PSCC/OVG be amenable to a thirty (30) day payment term, consistent with standard commercial practice?

Would PSCC/OVG consider mutual termination for convenience rights upon reasonable negotiated written notice?

Would PSCC/OVG be amenable to rephrasing these provisions as fixed, contractually stipulated limits mutually agreed between the parties, rather than minimums subject to unilateral increase?

Would PSCC/OVG be willing to discuss mutually acceptable contract language removing the approval requirement and the right to reject SIRs/deductibles in excess of $10,000, in lieu of disclosure on the certificate of insurance?

Would PSCC/OVG agree that PSCC, its officials, employees, and agents will be named as additional insureds pursuant to this blanket endorsement, to the extent of Contractor's contractual liability and up to the contractually required limits?

We further note PSCC reserves the right to require complete, certified copies of Contractor's insurance policies at any time. Allied Universal carries its insurance in manuscript form, specially written for our company, and we consider these policies to be proprietary documents that we do not provide in copy form. We are pleased to provide any additional requested information regarding our insurance coverage. Would PSCC/OVG waive this requirement?

Would PSCC/OVG agree to revise Section 6.1 to limit Contractor's indemnification obligation to Claims to the extent caused by the negligence, recklessness, or willful misconduct of Contractor, its officers, employees, representatives, or agents? Additionally, would PSCC/OVG be willing to add a mutual limitation of liability provision to the Agreement, waiving consequential damages and capping each party's aggregate liability at a negotiated amount (e.g., the fees paid or insurance proceeds available)?

PSCC's unilateral right to withhold payments to Contractor for purposes of set-off or partial payment of amounts PSCC believes are owed. Would PSCC/OVG agree to strike this right, or alternatively limit it to amounts that have been mutually agreed upon or finally adjudicated as owed?
